S.B. 2939   RELATING TO THE INTEGRATED TAX INFORMATION        WAM
           MANAGEMENT SYSTEMS ACQUISITION BY THE 
           DEPARTMENT OF TAXATION
           Allows the department to  meet, in a timely manner,
           its financial obligations  under the integrated tax
           information  management  systems  performance-based
           contract.

S.B. 2058   RELATING TO INCOME TAX CREDITS                    WAM
           Authorizes an earned income tax credit.

S.B. 2421   RELATING TO TAXATION                              WAM
           Allows income tax refund check-off.

S.B. 2716   RELATING TO TAXATION                              WAM
           Protects  the  seller  for   GET  purposes  from  a
           purchaser's tax  liability  due  to the purchaser's
           mistaken claim to a  wholesale  rate of one-half of
           one per cent instead of the four per cent tax rate.

S.B. 2728   Proposing a Constitutional Amendment relating WAM, JDC
           to Public Access to Government
           Prohibits any person  to  be  denied  access to any
           meeting held by a  public  body  for the purpose of
           deliberating or  deciding  on  a  matter  of public
           interest, or be denied the right to inspect or copy
           any public record  made  or  received in connection
           with  official  business  of  the  public  body  or
           person, except  to  protect  rights  of individuals
           guaranteed under the constitution. (Ihara)

H.B. 286   Relating to Speeding                         TIA, WAM
HD2, SD1   Established fines for  motorists  who are convicted
           of driving their  motor  vehicles at speeds greater
           than the  maximum  speed  limit  in  school zone or
           construction areas. (Takai)

S.B. 35    MAKING AN APPROPRIATION TO MATCH FEDERAL FUNDS    WAM
           FOR THE HAWAII FORESTRY AND COMMUNITIES INITIATIVE
           Appropriates  funds  to  match  federal  funds  for
           Hawaii Forestry and Communities Initiative.

S.B. 1580 SD1 RELATING TO MOTOR VEHICLE INSURANCE               WAM
           Defines  independent   bill   reviewer   (IBR)  for
           insurance  purposes;  requires  licensing  of IBRs;
           levies an IBR license fee of $80 and $60 a year for
           services provided  by  DCCA.    Prohibits IBRs from
           being paid on a contingency fee bases.  Establishes
           and  appropriates  funds  for  a  cost  containment
           investigator.  (SD1)

S.B. 2131   Relating to Federal Construction                  WAM
           Provides  a  general   excise   tax  exemption  and
           exclusion  on  the   gross  proceeds  arising  from
           federal construction contracts awarded and received
           by state  contractors  and  subcontractors licensed
           under the contractors law.  (Kawamoto)

S.B. 364   Relating to Taxation                         CPN, WAM
SD1        Includes within  the  general  excise tax exemption
           for insurance  companies'  gross proceeds, proceeds
           received   by    corporate    attorney-in-fact   in
           connection with admininstrative functions performed
           on behalf of reciprocal insurer.  (Kanno/Taniguchi)

S.B. 2544   Relating to the Legislative Analyst               WAM
           Provides that the legislature,  by majority vote of
           each house  in  joint  session,  shall  appoint the
           legislative analyst who shall serve for a period of
           6 years.  (Fukunaga/Levin)

S.B. 2354   Relating to Public Access                         WAM
           Appropriation to  the  legislative reference bureau
           to hire a 2nd full time staff person for the public
           access room.  Appropriation  to the legislature for
           a  legislative   audio   streaming  pilot  project.
           Appropriation to  the  legislature  for a childcare
           pilot program. (Ihara, et al.)
